Fleet renderer access: scene token, no stream before a scene, tokens out of URLs - #1425
Closes#1419: a fleet renderer takes a scene only from a holder of the scene token, streams nothing before its first scene, and no token travels in a URL.
Contract
Scene token. A renderer with SCENE_TOKEN_FILE (tile instance) or TLS_CERT_FILE (VM on a host agent) set is a fleet renderer. POST /scene and POST /budget need Authorization: Bearer <scene token>: 401 without it, 503 while no token can be read. The token is the scene_token field of the wildcard certificate secret, so it reaches each renderer the way its certificate does:
host agent: written into each VM's tls.json beside cert and key, and sent with the agent's own posts;
tile instance: fetch-cert.py writes it to /etc/fcvm-fleet/scene/token, which the renderer unit mounts read-only (not the key's directory);
coordinator: adds one to the secret at startup when it has none (32 random bytes, hex), sends it from the EC2 driver, keeps it in every renewal, follows a hand rotation hourly. issue-cert.sh keeps it too.
No stream before the first scene. A fleet renderer answers GET /frames with 503 until a scene has said whether streams need a direct token.
Tokens out of URLs. A direct token is the frame socket's first message, {"admit": "<token>"}, read within 5 s before the renderer (or the aggregator's public listener) subscribes the client; anything else closes the socket with 1008. The /live seat ticket is the first message, {"type": "seat", "ticket": ...}; the coordinator waits up to 2 s for it and handles any other first message as usual. The page, the frames worker and the aggregator's tile reader send them. I chose a first message over Sec-WebSocket-Protocol: a renderer that does not echo the subprotocol would make Chrome fail the connection.
The coordinator's poster sends its direct token as each aggregator stream's first message (poster::Plan.admit); with admission keys the public aggregator closed its streams after 5 s.
The scene token is created single-writer: each coordinator writes with a ClientRequestToken derived from the version it read, so Secrets Manager stores the first write and refuses the other, which reads the stored token.
The coordinator no longer follows a token rotated in the secret (running tiles read theirs once at boot). Hourly it puts its own back into a version that lost it. Rotation is a documented restart.
A renewal takes the token from the secret as read after issuance. issue-cert.sh stops when it cannot read the secret, unless the secret does not exist.
The aggregator's public /frames takes no viewer message over 4 KiB.
Not blocking, tracked in Fleet access follow-ups from #1425 #1426: the renderer's admission wait is a per-read timeout (the header read has the same shape), and the change has no rolling-deploy window.
Downstream impact
Renderers and their clients must match: a renderer from before this PR that holds admission keys refuses the page's streams, because the page no longer puts the token in the URL. The tile AMI (fcvm-fleet: tile AMI from ejc3/fcvm main 71bb448e (boot prefetch) aws#717) and the host AMI are rebuilt from the merge commit. The coordinator goes first: it adds the token to the secret, and a new tile's certificate fetch fails until the token is there.
No VM argument changes, so the host's snapshot key is unchanged.

Walkthrough
The change adds scene-token authorization for fleet renderer scene and budget requests, blocks frame access before a scene exists, and moves seat tickets and direct-stream admission tokens from WebSocket URLs to first messages.
The coordinator creates or follows a scene token in the certificate secret. Certificate documents and renewal scripts preserve the token.
Scene-token distribution and requests src/fleet/agent/*, src/fleet/coord/ec2_aws.rs, fleet/ami/tile/*, fleet/ami/check.sh, fleet/renderer/tools/fleetclient.py, tests/test_fleet_agent.rs, tests/test_fleet_coord.rs, fleet/PROTOCOL.md
Agents and AWS drivers add bearer authorization to scene and budget requests. Tile images write the token to a separate, restricted scene directory and mount it read-only for the renderer.

Fleet renderers load the scene token, authorize scene and budget posts, and return 503 for frame access before a scene exists. Tests cover token loading, authorization, and route checks.
Browser clients send direct-stream tokens and seat tickets in first WebSocket messages. Aggregators and renderers validate direct-stream admission after upgrade and close rejected sockets with code 1008.

Aggregator regions with admission keys will not supply frames to the poster. Certificate issuance can also temporarily prevent renderer scene and budget updates after a secret read failure. Fix both paths before merging.

Explanation
The PR satisfies the coding requirements in directly linked issue #1419. Fleet renderers return 503 from /frames before the first scene. /scene and /budget require the scene-token bearer and return 503 when no token is available. Direct admission tokens and /live seat tickets use first WebSocket messages, not URL query parameters. The renderer validates admission before subscription, and the coordinator waits for and processes the seat message. The PR adds focused renderer, fleet, coordinator, and web tests for these behaviors.
Full details: Out of Scope Changes check
Explanation
The changes stay within issue #1419. The certificate-secret, agent, tile setup, renderer, aggregator, coordinator, browser, protocol, documentation, and test changes support scene-token authentication, pre-scene gating, or removal of tokens from URLs. The PR does not claim to deploy the AMIs; that work remains in the referenced follow-up changes.

…sue-cert reads
- The coordinator's poster sends its direct token as each aggregator stream's first
message (poster::Plan.admit, compose/grab take it); the plan's URLs carry none. With
admission keys the public aggregator closed the poster's streams after 5 s.
- scene_token::ensure writes with a ClientRequestToken derived from the version it read,
so two coordinators adding a token to the same version agree: the service stores the
first write and refuses the other, which reads the stored token
(Secrets::get_version, Secrets::put_with_token).
- The hourly task no longer switches to a token rotated in the secret (running tiles read
theirs once at boot); it puts this coordinator's token back into a version that lost it
and warns on a different one. PROTOCOL.md "Access" gives the rotation procedure.
- A renewal takes the token from the secret as read after issuance, not before it.
- issue-cert.sh stops when it cannot read the secret, unless the secret does not exist.
- The aggregator's public /frames takes no viewer message over 4 KiB.
- The web mock accepts the seat message.
Tests: the_poster_sends_its_token_as_the_first_message,
two_coordinators_adding_a_scene_token_at_once_agree,
cert::tests::a_renewal_reads_the_token_after_issuance, fleet/ami/check.sh issue-cert
fixtures (keeps the token, stores nothing on a refused read).
scene_token::keep_every takes the interval, so a test can run it: a secret version
that lost the token gets the coordinator's back, and a token rotated in the
secret is not taken up. The test fails on the hourly follow of 68c6213 (the
token is never put back). The merge before this commit also added
requires_admit/has_scene to FrameSource, implemented them in the phone
streamer, configured its scene token from the environment
(SceneToken::configure_from_env, shared with the renderer) and pinned that in
the phone streamer's host test.

RED-VERIFIED: the review bodies of Codex (68c6213) and CodeRabbit summarize the inline findings, each answered in its thread: the poster token (the_poster_sends_its_token_as_the_first_message), the token rotation (the_coordinator_keeps_its_scene_token), concurrent creation (two_coordinators_adding_a_scene_token_at_once_agree) and the issue-cert read (the fleet/ami/check.sh issue-cert fixtures). Each test fails with its fix reverted.
