merge-pr: go ahead without Greptile when it created no review for the head - #1001

… head Greptile stopped creating reviews on cortexkit/aft (last one 06:44Z on 2026-10-26), and merge-pr refused every PR after a 20-minute wait, so nothing merged. Ufuk approved merging without Greptile while it is down. A review that exists is still waited for and a failed one still refuses; only a head Greptile never touched goes ahead, after 180 s (AFT_MERGE_PR_GREPTILE_ABSENT_GRACE_SECONDS, 0 restores the old rule). Greptile stopped reviewing cortexkit/aft PRs this morning (no check run since 06:44Z), and merge-pr.sh refused every PR after its 20-minute wait. Ufuk approved merging without Greptile while it is down.
A head with an existing Greptile review still waits for it, and a failed review still refuses. Only a head where Greptile created nothing within 180 s goes ahead, with a warning line. AFT_MERGE_PR_GREPTILE_ABSENT_GRACE_SECONDS=0 restores the old rule.
