CI: retry the v0.48.1 tag fetch before the publication input gate - #1031

A merge-queue group failed because the runner could not reach github.com for 134 s while fetching the tag. Retry the fetch three times, 20 s apart, in the unit suite, the PR governed-docs check and the release workflow. Co-authored-by: alfonso-aft <289616620+alfonso-aft@users.noreply.github.com>

#1001's merge-queue group (run 40457250451, job 122033332954) failed in the Publication input gate:
git fetchof the v0.48.1 tag could not reach github.com for 134 s (exit 128). The fetch now retries three times, 20 s apart, in _unit-suite.yml, tests.yml (governed-docs input check) and release.yml. Workflow gate tests (scripts/lib test_workflow_gates, test_merge_queue_workflow): 82 passed.
