Adds edge-case tests for the workflow builder. It's test-only, with no production code change.
dry_run_workflow given a draft_id runs the draft graph, not the saved flow. validate_workflow uses draft_id over an inline graph.
In a 4-node proposal, each step keeps its own config through propose_workflow → build_builder_proposal → the persisted thread proposal, and again after an edit_workflowupdate_node_config.
"Always allow" on create_workflow saves the tool to the auto-approve list, and a second create_workflow goes through without asking again.
The rendered orchestrator prompt keeps two rules: the no-sleep/no-poll/no-respawn rule, and "a delivered workflow proposal ends that turn".
The bundled flow-authoring skill stays hidden while the legacy flow import is incomplete, and shows up once the import finishes.
Problem
These builder behaviours had no direct test, so a change that broke one could merge with CI green. The cases are: draft precedence, configs ending up on the wrong node, the Always-allow approval being forgotten, prompt wording drifting, and the skill staying hidden after the import.
Solution
Each test sits in a sibling *_tests.rs file, following the repo's test layout. spawn_subagent_surface.rs gains only the #[cfg(all(test, feature = "flows"))] module line for the new proposal test.
Each test was revert-checked: the behaviour it guards was broken in the source, the test went red, and it went green again after a restore. 8/8 mutations:
draft precedence in dry_run.rs and draft_validate.rs;
node mapping in builder_gates.rs and graph_ops.rs;
allowlist persistence in agent.rs;
the prompt line in prompt.md;
the legacy-import gate (if fallback / Ok(true)).
The draft-precedence tests run against the vendored tinyflows module, which is statically linked in tests, so no tinyflows change is needed.
- dry_run_workflow by draft_id runs the draft, not the saved flow;
validate_workflow prefers draft_id over an inline graph
- a 4-step proposal and an update_node_config edit keep each step's
config on its own node id in the proposal stored on the parent thread
- Always allow on create_workflow persists to autonomy.auto_approve and
the next create_workflow is not re-prompted
- the rendered orchestrator prompt keeps the no-sleep/poll/re-spawn rule
and the proposal turn boundary
- the flow-authoring builtin stays hidden while the legacy flow import is
incomplete and appears once it completes

Walkthrough
The pull request adds regression tests for workflow proposal persistence, draft selection, approval persistence, and flow-authoring skill visibility. It also adds a constructor for the propose_workflow tool.
Changes: Workflow proposals and orchestrator routing
Layer / File(s)
Summary
Proposal persistence and routing checks crates/openhuman-core/src/agent/orchestration/tools/spawn_subagent_proposal_tests.rs, crates/openhuman-core/src/agent/orchestration/tools/spawn_subagent_surface.rs, crates/openhuman-core/src/agent_registry/agents/orchestrator/prompt_tests_session_routing_tests.rs, crates/openhuman-core/src/flows/builder_tools_support.rs
Tests check that proposal prompts remain associated with the correct nodes after an edit and that the rendered prompt contains the no-wait rule and proposal turn boundary. The tool constructor creates a propose_workflow tool from the supplied configuration.
Tests check that dry_run_workflow and validate_workflow use the supplied draft when another graph input is also present.
Approval persistence

tinyhumansai/openhuman#8460 — Both changes cover workflow proposals from spawn_subagent; this pull request checks prompt preservation across proposal edits.
tinyhumansai/openhuman#8448 — This pull request tests the orchestrator waiting and turn-ending rules changed by that PR.
The reported test failures are pre-existing, and the changes address the identified test hang and feature-gating issues. Merge after normal checks.
