Fetch the current PR title.

On a rerun, github.event.pull_request.title retains the original event title. If the title changed from feat!: to feat:, this step can pass a breaking PR using the old title. The preceding action fetches the current title, so the two checks can disagree. Fetch the title from the PR API before checking it. (raw.githubusercontent.com)

Update the conventional-commit check’s PR_TITLE input to use the current title
fetched from the PR API, rather than the potentially stale
github.event.pull_request.title value, so reruns validate the latest title.

Ensures a new workflow runs when the pr gets edited.

@olzemal Correct. The edited trigger starts a new workflow run with the updated PR title.

My concern applies only to manually rerunning an older workflow run. That rerun retains its original event payload, including the old title. The new run triggered by edited does not update that payload.

The normal title-edit path is covered. Fetching the current title would also make older reruns validate the current title.
