Picks up campus#839: the audit ingest rate gate (AUDIT_TRACING_FAIL_ CLOSED, off by default) and the breaker feed on the producers' audit client. classroom inherits both via campus.audit.middleware — no code change needed here. Part of campus#831.

One-line lock bump picking up campus#839: the audit ingest rate-limit gate (
AUDIT_TRACING_FAIL_CLOSED, off by default) and the circuit-breaker feed on the producers' shared audit client.classroom consumes
campus.audit.middlewarefrom the campus package, so the gate and the breaker feed arrive with the bump — no code change. Behavior is unchanged until the flag is flipped per deployment (the #831 verification step flips it on dev deliberately, with a tiny audit limit, then restores).Part of campus#831 (Phase 3 of campus#538).
