fix(deps): bump campus-api-python to main@9caf58b (breaker module) - #45

The campus-suite bump alone left classroom's direct campus-api-python pin at eaf4ac5 (pre-#98), so the deployed gate logged 'campus_python lacks audit.ratelimit; rate gate disabled' — the designed degrade- loudly path. Pin the breaker module so AUDIT_TRACING_FAIL_CLOSED can gate. Part of campus#831.
