The document.page content for category is required as in 12.0 but in IHM in 12.0 we can create a category without fill this field. It's only one fix to retrive the same behaviour but investigation in the field definition and computation will be great

* ir.model.access.csv + the two global ir.rule records -> security/ir.access.csv, by odoo upgrade_code --script 19.4-00-ir-access; global rules become rows with an empty group_id. * Drop ir.actions.report.report_file, removed in 20.0; it duplicated report_name. * .ruff.toml ignores RUF012: ruff 0.16.8 (pinned by the 20.0 skeleton) enables it by default and it rejects list _inherit, which core 20.0 itself uses.
