feat(collab): collaboration kill switch and paused contacts (tsk-skvthj) - #3705
Card tsk-skvthj. Before: there was no way to stop collaboration traffic. Every /api/peer route accepted any contact with a valid bearer, and the only 503 was a missing contacts store.
After: an admin can turn collaboration off, or pause single contacts, from GET/PUT /api/settings/collaboration. While off, every /api/peer route answers 503 {"detail": "collaboration disabled"} before the bearer lookup and before any signature work, and the collab invite mint route refuses. A paused contact gets 403 {"detail": "contact paused"} right after the bearer check, so it cannot burn nonces. Pausing deletes nothing, and un-pausing restores service.
Changes
tinyagentos/collab_settings.py (new, modelled on demo_mode.py): <data_dir>/collaboration.json holds {enabled: bool, paused_contacts: ["hub:<hex>"]}. No file reads as enabled with nothing paused. A file that exists but cannot be read, is not JSON, or has the wrong shape reads as DISABLED and logs a warning. Writes are atomic (atomic_write_text, mode 0600). Paused ids are normalised (strip, lowercase) and must match hub:<hex>. outbound_refusal(data_dir, contact_id) is the one check outbound paths call.
routes/peer.py: new _collab_enabled_dep inserted at position 0 of router.dependencies, so it runs before _peer_auth_dep on /inbox, /chat and /ack. New _raise_if_contact_paused(request, contact_id), called inside _peer_auth_dep right after _authenticate_peer resolves the contact. The switch is read from disk on every request (no cache).
routes/settings.py: GET /api/settings/collaboration returns {enabled, paused_contacts}. PUT takes {enabled?: bool, paused_contacts?: [str]}, keeps any omitted field, answers 400 on wrong types or a malformed id, and dedupes. Both inherit the router's _require_admin_or_local_token gate.
routes/project_invites.py::mint_collab_invite: right after the owner check, outbound_refusal returns 503 while disabled and 403 for a paused contact, before anything is minted or sent. The card's "Change" section names this route; its acceptance file list left project_invites.py out, so this is the one file beyond that list.
POST /api/peer/handshake sits on handshake_router, so the router-level dependency does not cover it. #3697 should, at its # Kill-switch hook point comment (after the contacts store check, before _enforce_size_cap):
await_collab_enabled_dep(request)
and, once it has computed contact_id = f"hub:{fp}" and before store.record_nonce(...):
_raise_if_contact_paused(request, contact_id)
deliver_to_peer (also #3697, in tinyagentos/peer.py) should refuse when collab_settings.outbound_refusal(data_dir, contact_id) returns a reason. That function is not on dev yet, so it is not wired here. Whichever PR lands second takes the few lines.
RED (unmodified origin/dev fac2932, new test file)
The disabled and paused cases write collaboration.json directly, so on dev the request reaches the real handlers:

Notes for review
Revoking sponsored tokens on pause is card 4 (revoke_sponsored), not wired here, per the card.
No desktop UI toggle in this PR; the card scopes it to the API.
Docs-Reviewed: docs/design/cross-user-collaboration.md (peer routes and auth order, no settings section to update); docs/routes.md and docs/routes.d carry no /api/peer or /api/settings/demo-mode entries, so the new settings route has no listing to join
Summary by CodeRabbit
New Features
Administrators can enable or disable collaboration and pause specific contacts through collaboration settings.
Collaboration is enabled by default. Settings persist across restarts, and contact IDs are normalized and validated.
Disabled collaboration blocks peer communication and invitation creation. Paused contacts cannot use peer communication or receive new invitations.
Outbound peer delivery is skipped when collaboration is disabled or the destination is paused. Pausing a contact does not delete its data or peer links.
Bug Fixes
Invalid or unreadable collaboration settings safely disable collaboration.

The change adds persisted collaboration settings for an enabled flag and paused contacts. Admins can manage the settings. Peer routes, handshakes, invite minting, and outbound delivery enforce them with 503 or 403 responses.

Summary
Settings model and admin API tinyagentos/collab_settings.py, tinyagentos/routes/settings.py, tests/test_peer_collaboration_killswitch.py, docs/agent-coordination.md, changelog.d/*
Settings default to enabled when the file is missing and fail closed when unreadable or malformed. Admin-only GET and PUT endpoints validate and normalize updates, retain omitted fields, and persist settings.
Peer routes and handshakes return 503 when collaboration is disabled. Paused contacts receive 403 before nonce recording. Tests cover enabled, disabled, re-enabled, and paused states.
Invite minting and peer delivery check the shared refusal rules. Refused invites do not create pending invites. Refused delivery returns False without sending a request.

Adds <data_dir>/collaboration.json with an instance-wide enabled flag and
a paused contact list, flipped through admin-only GET/PUT
/api/settings/collaboration and read on every request.
While disabled every /api/peer route answers 503 before the bearer
lookup and any signature work, and the collab invite mint route refuses.
A paused contact gets 403 right after the bearer check, before any nonce
is recorded. A missing file means enabled; a corrupt file reads as
disabled. Pausing deletes nothing.
Docs-Reviewed: docs/agent-coordination.md and docs/design/cross-user-collaboration.md checked; neither lists /api/settings or the peer auth order, and docs/routes.md carries no /api/peer entries
bot-review-gate / Bot review gate are red on 75b8c37 because CodeRabbit is rate-limited ("Review limit reached") and posted no review, not because of a finding in this diff. No code change can clear it; it needs a CodeRabbit review once the limit resets, or the bot-review-allow label at the maintainer's discretion. doc-gate is now green after the Docs-Reviewed: trailer was added to the commit.

Lead review: blocked, fix-forward card tsk-zr6chz (BASE exec/tsk-skvthj).
The router-level kill switch and paused check are correct, and the settings routes sit behind the same admin/local-token gate as the rest of settings. Two paths still bypass the switch, and the body already says the second-landing PR owes them. #3697 has merged, so that is this PR:
POST /api/peer/handshake (on handshake_router, no router dependency). The # Kill-switch hook point (card 5) comment is still a comment. With the switch off, a validly signed handshake gets 200, records the nonce, pins the contact and mints a token.
deliver_to_peer never calls outbound_refusal, although that function's docstring says every outbound path does.
Non-blocking, noted for the author: a malformed paused-list entry is dropped with a warning (that contact silently un-pauses), and /api/projects/invites/redeem and GET /i/{id} are agent and OS invites rather than peer traffic, so they stay out of scope here.
…er (tsk-zr6chz)
POST /api/peer/handshake sits on handshake_router, outside the bearer
router's dependencies, so the switch never reached it: with collaboration
disabled a validly signed handshake still got 200, recorded its nonce,
pinned the contact and minted a token. It now calls _collab_enabled_dep
first and _raise_if_contact_paused as soon as the contact id is known.
deliver_to_peer now asks outbound_refusal before sending and returns
False while disabled or for a paused contact.
Docs-Reviewed: docs/design/cross-user-collaboration.md (handshake section) and docs/agent-coordination.md checked; neither documents the kill switch or handshake refusal codes, docs/routes.md has no /api/peer entries
test (3.12) and test (3.13) are red only because shard (3.13, 4) was cancelled at the job timeout on 7e5e462. Every test it reached passed: it was at 37% with no failures after 75 minutes, running about 4x slower than the other seven shards, which all passed in about 20 to 35 minutes. That points to a slow runner, not a test in this PR. No code fix applies. Re-running the failed jobs returned 403 for this integration, so that one re-run needs a maintainer. The kill switch fixes from the lead review are in #3904 (tsk-zr6chz), which merges into this branch and will trigger a fresh full run anyway.
lead-blocked removed (taOS-dev): the BLOCK in 6337026182 is fixed by fix-forward #3904 (tsk-zr6chz), reviewed PASS and merged into this branch. Still owed before merge: CodeRabbit on the new head, then Jay (security path).

- Line 70: Update the settings read path around path.read_text() to use UTF-8
and handle UnicodeDecodeError as damaged settings, returning the existing
disabled-settings fallback so peer requests fail safely and settings PUT can
repair the file.
- Around line 93-94: Update the invalid paused-ID handling in the settings

…bad encoding (tsk-skvthj)
A present collaboration.json must carry a boolean enabled; {} no longer
enables collaboration. An invalid paused id disables instead of silently
un-pausing that contact. Non-UTF-8 text reads as disabled rather than
raising. The settings PUT writes via asyncio.to_thread.

Use a set for paused-ID deduplication in the settings read loop.
98-100: Minor · Performance & Scalability · Quick win
Use a set for paused-ID deduplication in the settings read loop.
read_collab_settings checks if cid not in paused: against a list on every entry. Each distinct ID therefore costs a scan of all earlier entries, so a list of n IDs costs about n²/2 string comparisons per read. peer.py calls this read synchronously on the event loop, twice per router request, with no cache. A very large paused list can therefore stall the loop for peer routes. The trigger needs thousands of distinct valid IDs, so this is a latent performance risk, not a failure in current use.
The PUT /api/settings/collaboration handler in tinyagentos/routes/settings.py uses the same list-membership loop. Track seen IDs in a set in both places.

Use a set to track seen normalized contact IDs in read_collab_settings and the
PUT /api/settings/collaboration handler, while preserving the paused list’s
order and deduplicated output. Add each ID to the set when first encountered and
append it to the list only once.

Two concurrent PUTs could both read the old file and the second write
would drop the first update (a disable or a pause). The PUT now holds a
module-level asyncio lock from read to write, the same single-process
model as config._config_lock. Paused-id dedupe uses a set.

Cover the cancelled-PUT path in the settings concurrency test.
224-230: Trivial · Data Integrity & Integration · Quick win
Cover the cancelled-PUT path in the settings concurrency test.
test_concurrent_puts_do_not_lose_an_update at tests/test_peer_collaboration_killswitch.py:209-230 gathers two PUTs that both complete. No test in the inspected files cancels a PUT while write_collab_settings runs.
In put_collaboration (tinyagentos/routes/settings.py:1604-1625), cancelling the handler while it awaits asyncio.to_thread(cs.write_collab_settings, data_dir, settings) exits the collab_write_lock block. The worker thread keeps running. A later PUT can then acquire the lock and read the file before the cancelled write lands. If the cancelled write lands last, the later update is lost. The current test would still pass.
Add a test that blocks the threaded write, cancels the first PUT, sends a second PUT, releases the blocked write, and asserts that the final file holds the second PUT's settings. If the cancelled write lands last, this test fails on the current route. That failure would show the route behavior, not a defect in the test.

minimal, and validate.

Extend test_concurrent_puts_do_not_lose_an_update to cover cancellation: block
the first PUT’s threaded write, cancel that request, issue a second PUT, then
release the blocked write and assert the final settings reflect the second PUT.
Use deterministic synchronization so the test verifies the ordering without
relying on timing.

Lead adjudication of the CodeRabbit review on head f57d5cd (reviews 5731403004, 5731410515):
5731410515: thread ack only. CodeRabbit accepts that collab_write_lock covers read, merge and write in put_collaboration (settings.py:1604) and withdraws the cross-process lock ask. Nothing owed.
5731403004, Trivial, test coverage: "cover the cancelled-PUT path". Verified on head: the lock wraps an awaited asyncio.to_thread write, so a cancelled handler releases the lock while its thread may still write. That is a real but narrow edge (a non-streaming handler is not normally cancelled on client disconnect), and the finding asks only for a test. Severity: Trivial, non-blocking. Deferrable as a follow-up, not a merge blocker.
No Bug / Security / Edge-Case must-fix on this head. CR side is clear; merge stays with Jay (needs-jay).
