Keep normal compaction available when the Lmax threshold is one tick.

If LmaxCompaction is enabled and CompactorCheckInterval is at least 10 seconds, compactorLmaxTicks returns one. Worker 2 then enters this branch on every tick and never calls runOnce(). This permanently removes that worker from normal compaction, which can leave normal compaction work waiting under load. Run normal compaction on Lmax ticks as well, or schedule the two checks independently.

Review comment at @levels.go at line 600:
Update the worker 2 compaction flow around the Lmax threshold check so reaching
an Lmax tick does not skip normal compaction: ensure runOnce() is also called on
those ticks, or schedule normal and Lmax checks independently. Preserve the
existing LmaxCompaction condition and threshold behavior.
