Description: When the support bot couldn't reach the API, it treated every verified member who chatted as unverified and took their member role, and nothing gave it back.

  1. While the API is down, mentioning someone or using /user on them errors instead of saying they aren't verified, and new members get no welcome message. Other commands still run like before.

Testing:

  1. With the API down, a verified member sends a message in the support server and keeps the member role.
  2. A member who never verified sends a message and loses the member role.

Conflicts with #983 and #1054 in the command listeners; keep both sides and the .catch(() => null).
