Problem

Codex has no root entry pointing to Loop42's existing truth, recovery, verification and research-adoption contracts.

Useful delta

Adds only AGENTS.md (26 lines), referencing the existing sources rather than creating another state store. Requires live main/SHA/open-work/CI reconciliation, treats research as unapproved proposals, preserves consumer ownership and pins, and restates public-repository privacy and protected-action boundaries. English machine-facing instructions follow the existing language policy. No product code, dependencies, workflows or status sources change.

Verification

• Base main a293565, rechecked before commit; submitted content faa37a9.
• Full tracked-tree root/nested AGENTS.md inventory: none on base. Relevant authority, contribution/language/security rules, open PRs and workflow filters reviewed.
• All 17 relative links resolve; staged diff and whitespace check passed; only AGENTS.md changes.
• Required local unittest discovery: 248 tests run, OK (5 platform skips), using the submitted file content and unchanged product/test tree.
• Countercases reviewed in the instructions: stale receipts do not restore authority, optional/stacked drafts are not integrated, missing/skipped CI is not success, consumer truth stays outside Loop42.
• Hosted CI and secret scan are pending verification at creation; no hosted success claimed.

Execution fit / provenance / privacy

No dependencies, services, permissions or third-party code/assets added. Only generic instructions and existing repository references; no private consumer data, conversation content, cloud IDs or local machine paths.

Authority boundary

Originally submitted as draft; the explicit integration approval and merge are recorded below. No release, deployment, new scheduler or consumer-pin update.

Hosted verification — 2026-10-28, head faa37a9: CI40749211862 succeeded on Ubuntu and Windows including repository-policy; secret scan40749211848 succeeded. This was the pre-merge candidate verification.

Integration — 2026-10-28: merged under explicit user approval into main at 673c558. Remote target and merged PR state read back. The integrated Git tree exactly equals the reviewed candidate tree; comparison with the previous target changes only AGENTS.md, and diff whitespace checks pass. Product code, workflows, consumer pins and all other tracked files are unchanged. Candidate CI findings above remain revision-bound; no post-merge CI success, release or production approval is implied.
