Adds the ToolActivatedEvent and ToolCancelEvent interfaces, their init dictionaries and constructors, the matching ModelContextEventMap entries, and the ontoolactivated/ontoolcancel event handler attributes on ModelContext, per webmachinelearning/webmcp#245.
