Update filepath with more recent version from twisted.

The current version of filepath was updated 4 years ago. The corresponding twisted package was last updated 7 months ago.

The current version of filepath is woefully outdated.

You're absolutely right that this should be updated on a more regular cadence. However, as the latency to respond to this message probably indicates to you, there is not a lot of volunteer attention to go around :).

Would you be interested in volunteering to do this task? I can set you up with the appropriate PyPI permissions.

I'd love to bring it up to date and deploy it to PyPI.

Just to be clear though, I'm not in a position to provide any continuous oversight or support.
