feat(biome-config)!: migrate presets to Biome 2.6 - #835

Biome 2.6 renamed nursery.useSortedClasses to nursery.useTailwindSortedClasses and dropped the rule's attributes/functions options in favour of the top-level tailwind section (attributes, mergeFunctions, variantFunctions). On Biome 2.6 the old tailwind.json fails to load with "Found an unknown key useSortedClasses", so every consumer of @tutods/biome-config/tailwind broke with the 2.6.3 peer bump already on main. The new tailwind.json matches `biome migrate --write`. Replace the deprecated rules.recommended and per-group recommended flags with preset: "recommended", which Biome 2.6 reports as deprecated. The ../../** noRestrictedImports ban stays unchanged. Its intent (c00ea21, "use a path alias instead") is no relative climb of two or more levels. Loosening it to ../../../** would not help TutoDS: its partials live at features/<f>/components/<c>/partials/ and need ../../../api to reach their own feature, and jps already enforces the same ../../** pattern locally. TutoDS conforms by importing through its same-feature alias instead. BREAKING CHANGE: requires @biomejs/biome >=2.6.3. The tailwind preset now sorts classes in Tailwind v4 order, so consumers get a one-off `biome check --write` reformat of class strings.

Biome 2.6 renamed nursery.useSortedClasses to useTailwindSortedClasses and moved its options to the top-level tailwind section; the published 0.14.4 tailwind.json is rejected by 2.6 (unknown key useSortedClasses). Also switches base.json to preset: recommended and updates the README. Validated with biome check on every preset and against TutoDS.
