chore(vendor): move tinyagents to v3.1.3 and tinystoragedrivers to v2.1.2 (zstd 0.14) - #8457

….1.2 tinyagents v3.1.3 (924f99d) pins tinystoragedrivers v2.1.2 and its vendored tinyinference (c2c6a60) the same, so zstd 0.13 is gone from it. It requires tinystoragedrivers ^2.1.2, and the [patch] tables redirect every tsd declaration onto vendor/tinystoragedrivers, so that moves too, from 19be641 (2.1.1) to the v2.1.2 release commit 6226b94, one release commit later with version bumps only. Both are forward moves: 924f99d descends from the previous pin 717743f.
cargo metadata in the root and app workspaces against the moved gitlinks: the eleven tinyagents crates go 3.0.0 to 3.1.3 and the tinystoragedrivers crates 2.1.1 to 2.1.2 (path packages under [patch]). zstd stays 0.14.3, the only version left. cargo also re-picks a few dependency references between versions already in the locks (Windows crates, getrandom for tempfile, toml for tauri-utils); --locked passes with them.
