Clarify two presentation issues from #168

This addresses items 4 and 6 from issue #168.

• Mark the 45a finite certificate as an earlier bound, since the table records the stronger current upper bound.
• Reorder the 47a lower-bound table so the strongest bound appears last, matching the repository's mechanical record convention.
