Widen the peer range to >=0.182.0 <0.198.0 and add 0.196.0 and 0.197.0 to evalCompatibility's verified list; the development pin moves to 0.197.0. Knowledge 17.1.7 capped Eval below 0.196.0, so agent-runtime cannot install Eval 0.197.0 (searchMethod, R2) beside Knowledge under strict peers.
