Develop

Build prerequisites: a Rust stable toolchain and nasm (assembler used by the AVIF encoder; build-time only).

admin/ is excluded from default-members: it targets wasm32 and is built with trunk, so host cargo commands stay fast and green.

DB-backed tests TRUNCATE tables: they use TEST_DATABASE_URL (a dedicated database, e.g. syle_test) and only fall back to DATABASE_URL if it is unset. Keep them pointed at separate databases so cargo test never wipes development data.
