fix(translations): name the setting in the ban notice, translate the sm_msay Exit item - #117

- The ban notice showed the internal setting name to the player
("tagcolor", "namecolor", "textcolor", "Tag"). One phrase per
setting, in the 7 languages, replaces CCC_BannedPerm and CCC_BannedTemp.
- The sm_msay panel is built per player for its "Exit" item (SourceMod
"Exit" phrase).
- Buffers raised for the longer texts: remaining ban time 64 -> 128,
unban list item 64 -> 128.
