What

Reuse the Microsoft Teams PR notification workflows from mrok, same as softwareone-platform/mpt-extension-sdk#308:

  • notify-pr-closed.yaml: posts a card when a PR is closed or merged.
  • notify-pr-reviewed.yml: posts a card when a review is submitted, edited or dismissed; reviews from CodeRabbit are skipped.
  • assets/turing_team_pr_bot.png: bot image used on the cards.
  • pull-request.yml: add the diff computation and Notify Microsoft Teams steps (skipped for Dependabot).

Notes

  • Uses the existing TEAMS_WEBHOOK_URL repository secret.

Jira: MPT-25924

Closes MPT-25924

  • Add a workflow that notifies Microsoft Teams when a pull request closes, including its additions and deletions.
  • Add a workflow that notifies Microsoft Teams when a review is submitted, edited, or dismissed. Skip reviews by coderabbitai[bot].
  • Update the pull request workflow to send pull request details and change counts to Microsoft Teams. Skip these steps for dependabot[bot].

📝 Walkthrough

Walkthrough

Adds GitHub Actions workflows that send Microsoft Teams notifications for pull request events and reviews. The notifications include pull request or review details and event-specific counts.

Changes

Teams notifications

Layer / File(s) Summary
Pull request notifications
.github/workflows/notify-pr-closed.yaml, .github/workflows/pull-request.yml
The closed-pull-request and pull-request workflows retrieve additions and deletions and pass those counts with pull request details to a Teams notification action. The pull-request workflow excludes events initiated by dependabot[bot].
Review notifications
.github/workflows/notify-pr-reviewed.yml
The workflow handles submitted, edited, and dismissed reviews, excludes reviews from coderabbitai[bot], retrieves the review comment count, and sends review and pull request details to Teams.

Merge Risk: 🟡 Moderate · up to ceacf

Some pull-request and fork-review notifications can fail, while bot activity may be notified and large review comment counts understated. Resolve the notification failures before merging.

Full details: Documentation Up To Date

Explanation

The PR adds a new Microsoft Teams external integration through three GitHub Actions workflows and the TEAMS_WEBHOOK_URL secret. The authoritative diff changes only .github/workflows/**; no documentation file changes exist. The repository documentation rules require behavior and setup changes to update the narrowest relevant document, and the custom check maps new external integrations to docs/external-integrations.md. The CI-only exception does not remove the documentation impact because this PR adds externally visible Teams notifications and a webhook configuration dependency.

Resolution

Add docs/external-integrations.md in the same PR. Document the Microsoft Teams integration, the notification workflows and triggering events, the CodeRabbit and Dependabot exclusions, the TEAMS_WEBHOOK_URL secret requirement, and the external notification actions and bot image. Link the document from the repository documentation map if required.

- Line 9: Update the workflow condition to filter on the review author, not the
event actor. Use github.event.review.user.login to exclude coderabbitai[bot],
keeping the reviewer identity consistent with the workflow’s reviewer field.
- Around line 15-16: Update the COMMENTS_COUNT calculation in the workflow to
follow all pages of the review comments endpoint and sum the number of comments
returned across them. Do not rely only on increasing per_page, since reviews may
exceed that limit.
- Around line 4-5: Fork pull request reviews do not receive repository secrets
in the pull_request_review workflow, so Teams notifications cannot access
TEAMS_WEBHOOK_URL. Add a trusted follow-up workflow, such as one triggered by
workflow_run, that validates the originating review event and sends the

- Line 43: Add pull-requests read permission to the workflow’s permissions block
so the gh pr view query that populates PR_DATA can use GITHUB_TOKEN; preserve

🔀 Multi-repo context softwareone-platform/mpt-extension-skills

Linked repositories findings

softwareone-platform/mpt-extension-skills

  • No Teams notification workflows or references to the notification actions were found. Existing workflows use explicit least-privilege permissions, including contents: read and, where needed, pull-requests: write. [::softwareone-platform/mpt-extension-skills::]

softwareone-platform/notify-pr-teams-action

  • The PR supplies all required notify-pr-teams-action@v4 inputs; its action.yml confirms the names and required fields match. [::softwareone-platform/notify-pr-teams-action::]

softwareone-platform/notify-pr-reviews-teams-action

  • The PR supplies all required notify-pr-reviews-teams-action@v2 inputs; its action.yml confirms the review notification contract matches. [::softwareone-platform/notify-pr-reviews-teams-action::]

softwareone-platform/mpt-api-python-client

  • .github/workflows/pull-request.yml:7-8 grants only contents: read, while the new Compute added/removed lines step calls gh pr view against the pull-request API (:41-50). Add explicit pull-requests: read permission; otherwise the token may not be authorized to retrieve additions/deletions. The new closed/review workflows also call pull-request APIs without declaring this permission. [::softwareone-platform/mpt-api-python-client::]
🔇 Additional comments (1)
.github/workflows/notify-pr-closed.yaml (1)

27-27: 🎯 Functional Correctness

Provide Dependabot webhook access or skip these events.

This workflow runs for every closed pull request and has no Dependabot guard. If a Dependabot-triggered run cannot resolve TEAMS_WEBHOOK_URL, the Teams action cannot send the notification. Configure the matching Dependabot secret or skip dependabot[bot] runs.

Suggested fix
   notify-teams:
+    if: ${{ github.actor != 'dependabot[bot]' }}

Reuse the Teams notification workflows from mrok so the team channel
gets a card when a pull request is built, reviewed, or closed/merged.

Add notify-pr-closed and notify-pr-reviewed workflows with the bot
image asset, and add the diff and "Notify Microsoft Teams" steps to the
PR build workflow, skipped for Dependabot. Skip review notifications
from CodeRabbit to avoid noise. Requires the TEAMS_WEBHOOK_URL secret.

🔀 Multi-repo context softwareone-platform/mpt-extension-skills

Linked repositories findings

softwareone-platform/mpt-extension-skills

  • Shared Teams guidance requires Workflows chat webhooks, secret-backed environment variables, and no webhook values in logs or source. The PR’s secret-based integration should preserve these constraints. [::softwareone-platform/mpt-extension-skills::]
  • Existing workflows declare explicit permissions: pr-merge-check.yml uses contents: read, while danger.yml adds pull-requests: write. This supports explicitly adding pull-requests: read to workflows querying PR metadata. [::softwareone-platform/mpt-extension-skills::]

Previously researched linked action repositories

  • Notification action inputs match their declared contracts. [::softwareone-platform/notify-pr-teams-action::] [::softwareone-platform/notify-pr-reviews-teams-action::]
  • The new API-querying workflows should declare pull-requests: read; otherwise gh pr view may fail under the workflow token. [::softwareone-platform/mpt-api-python-client::]
