CI is red on every fresh run: android-actions/setup-android@v3 defaults to installing the obsolete tools package, which was removed from the SDK repo — sdkmanager exits 1 with "Failed to find package 'tools'". Same breakage and same fix as singlenote: pass packages: '' (the runner already ships platform-tools; Gradle fetches the rest).

Pre-existing infra failure, unrelated to any code change — main only looks green because nothing ran since August.

Touched: .github/workflows/ci.yml.

Built with muse-spark-1.3-contributor-free in the OpenCode harness.
