Implement compiler-team MCP 1022 rust-lang/compiler-team#1022:
Promote riscv64a23-unknown-linux-gnu from Tier 2 without host tools to Tier 2 with host tools.

This PR is opened as a Draft for early review.

My local test shows that It is now blocked by the Cargo submodule: the openssl-sys version it uses does not recognize this target. That needs to be resolved before this PR can be merged.

Implement compiler-team MCP 1022 by building and distributing host tools
for the RVA23 target.

Hi @ZhongyaoChen, are you still working on this? Is there anything I could help with?

Hi @cuviper

Current status: alexcrichton/openssl-src-rs supports this target, but only for the 400.x series.
However, when Cargo builds host tools, it rely on the 300.x series, that blocks us now.

So I see two possible solutions:

  1. Ask for a 300.x patch update. I’ve already opened an issue for this: Request 300.x patch release containing #288 (riscv64a23 target support) alexcrichton/openssl-src-rs#295 — but Alex said he has no time to maintain it.

  2. Update openssl-src to 400.x in Cargo. I haven’t tried this yet. I’d be very glad if you could help with it.

I think that will depend on openssl-sys doing the same, as Cargo doesn't really do anything with the src directly.
e.g. this could work: rust-openssl/rust-openssl#2692
