rls no longer builds after rust-lang/rust#69659 #72231

After merging PR #69659, I observed that the tool rls no longer builds.
A follow-up PR to the repository https://github.com/rust-lang/rls is needed to fix the fallout.

This is fixed in rust-lang/rls@27869c5. What remains is a coordinated bump to rustc-ap-* crates with rustfmt/racer.
