ops: dashboard actions name the ops proxy without Grafana's sub-path - #55

Grafana prefixes its sub-path to a fetch action's URL, so /grafana/ops/... became /grafana/grafana/ops/... and every control answered 405. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Grafana adds its sub-path to a fetch action's URL. The dashboard's `/grafana/ops/v1/...` therefore became `/grafana/grafana/ops/v1/...`, which nginx answers with 405. Every control was affected: drain, evict, undrain, cancel create and cancel build. The actions now use `/ops/v1/...`, and the dashboard test pins that prefix.
