Replaces the two Grafana dashboards ("Sandboxes fleet" and "hot paths") with one, Sandboxes, which keeps the fleet dashboard's uid.

  • First screen (19 grid rows, fits 1080p): headline numbers (workers, sandboxes, waiting creates and oldest wait, create p95, failed creates, builds, registry disk), four trend charts (sandboxes, workers, load, create latency), and the workers, queued creates and builds tables with their controls. The workers table has one colour-coded State column in place of the separate drain flags.
  • Collapsed rows: per-worker charts; scaling and programs (model wait); requests, traces and storage.
  • Generated: scripts/ops/grafana/generate_dashboard.py writes dashboards/sandboxes.json. A test keeps the committed file equal to the generator's output and checks that every control calls /grafana/ops/v1/.
  • Installer: deletes the two retired files, because fleet.json shares the new uid.

Previewed on a local Grafana 13.2.4 against prod metrics. The gateway-backed tables couldn't load there.

Replace "Sandboxes fleet" and "hot paths" with one dashboard, "Sandboxes"
(same uid as the fleet one). The first 19 grid rows fit 1080p: headline
numbers, four trend charts (sandboxes, workers, load, create latency) and
the workers, queued creates and builds tables with their controls.
Per-worker charts, scaling and programs, and requests, traces and storage
are collapsed rows below.

The dashboard is generated by scripts/ops/grafana/generate_dashboard.py; a
test keeps the committed JSON equal to its output. The installer removes
the two retired files, since fleet.json shares the new uid.

A dashboard whose file is removed is now deleted, so retiring one from the
repo retires it in Grafana.
