Codex noticed as it was reviewing #1451 that a more exhaustive set of
checks are applied to Rust than TypeScript when it comes to conformance.
This is probably due to more recent changes in the conformance suite
that hadn't yet made their way to TypeScript. Here, do one more pass to
bring TypeScript as inline with Rust as we can make it.
