Registry Stack v0.31.0 beta-43 prepares the Mint retirement and the removal of registry_grant_authority for publication. This PR advances the Rust workspace and lockfiles, unified Node and Python client packages, generated Evidence OpenAPI version, release manifest, changelogs, release notes, and versioned documentation archive to 0.31.0.
The release notes and manifest call out the breaking Mint roster change. Mint remains present throughout 0.30.x and is absent from 0.31.0 onward. The historical image-onboarding item in #1035 remains open.
The prepared images also refresh a pinned Debian runtime package and renew the reviewed five-image advisory evidence required by the release gate. The Distroless final stages and production process contracts remain unchanged.
