Two fixes found while reviewing #81 (the radius-sdk 0.7.0 / radius-cli 0.6.0 Version Packages PR).

1. The Version Packages PR cannot merge

The main ruleset requires one approval plus the Node 22, Node 24 and Changed packages have a changeset checks. The release workflow opens the Version Packages PR with the default GITHUB_TOKEN, and pushes made with that token never trigger pull_request workflows, so the PR has no checks at all and GitHub reports it as blocked.

release.yml now opens the PR with a GitHub App token (CHANGESETS_APP_ID + CHANGESETS_APP_PRIVATE_KEY) or a fine-grained PAT (CHANGESETS_GITHUB_TOKEN) when either secret exists, and falls back to the default token otherwise, so nothing changes until a secret is added. The App is preferred: a PR opened with a person's PAT cannot be approved by that person. README "Releasing" documents the setup and the fallback (close and reopen the PR by hand to run CI).

Order that unblocks #81 with no manual reopen: add the secret, merge this PR, and the release workflow refreshes #81 as the App, which runs CI on it. Without a secret, close and reopen #81 to get its checks.

2. Skills break on radius-sdk 0.7.0

0.7.0 moves @x402/core and @x402/evm to peer dependencies. @x402/evm is an optional peer, and neither npm nor pnpm installs an optional peer. I verified against the packed 0.7.0 tarball with both: after the npm install radius-sdk viem the x402 and radius-dev skills instruct, import 'radius-sdk/client' fails with ERR_MODULE_NOT_FOUND: Cannot find package '@x402/evm'. The server entry still loads, since the required peer is auto-installed.

  • x402/references/x402-client.md and radius-dev/references/typescript-viem.md: buyer install is now radius-sdk @x402/core @x402/evm viem, with a note on why.
  • sell-api/SKILL.md: the install column names @x402/core, matching the docs reference page and the SDK README, so package managers that do not auto-install peers (Yarn) work too.
  • plugins/radius/README.md: says which peer each entry point needs.
  • Plugin 0.2.1 → 0.2.2 (patch: correction).

No package code changes, so no changeset. No new API is named, so this can merge before or after #81 is published.

Checks run

  • python3 scripts/validate_plugin.py --base-ref origin/main, claude plugin validate plugins/radius --strict, claude plugin validate . --strict: pass
  • release.yml parses; the App-token step is gated on a job-level env mirror of the secret because secrets is not available in a step if
  • Plugin evals (claude plugin eval) were not run here: this session has no eval credential. The Claude plugin evals workflow runs on this PR since it touches plugins/radius/**.

Generated by Claude Code

The release workflow opens the Version Packages PR with the default
GITHUB_TOKEN, whose pushes never trigger pull_request workflows, so the
PR carries none of the checks the main ruleset requires and cannot be
merged. The version job now opens it with a GitHub App token
(CHANGESETS_APP_ID + CHANGESETS_APP_PRIVATE_KEY) or a fine-grained PAT
(CHANGESETS_GITHUB_TOKEN) when either secret exists, and falls back to
the default token otherwise. README documents the setup.

radius-sdk 0.7.0 moves @x402/core and @x402/evm to peer dependencies.
@x402/evm is an optional peer, which npm and pnpm do not install, so
the buyer install commands in the x402 and radius-dev skills left
radius-sdk/client unable to load. The skills now name both peers, the
sell-api table names @x402/core for sellers, and the plugin README says
which peer each entry point needs. Plugin 0.2.1 -> 0.2.2.
