fix(skills): correct the runbook path in the release-revcli skill - #28

SKILL.md pointed at ../../docs/releasing.md in five places. Relative to the skill directory (.qwen/skills/release-revcli/) that resolves to .qwen/docs/releasing.md, which does not exist — it needs three levels up to reach the repo root, not two. The prose already said "at the repository root, not inside this skill directory", so only the link was wrong. Verified the corrected path resolves, and that both sections the skill cites (§"The release, step by step", §"Pre-flight checklist") exist in the runbook.
