Let phase 1 request a finding-id scheme that does not reuse numbers - #71
make phase-1 ID_SCHEME=CC-0142 records the first finding id for an audit in itemdb/notes/id-scheme.yml. Later findings continue from that number instead of minting another CC-0001.
ID_SCHEME=INT-0007 uses a different prefix when internal ids are not CC-. ID_LEDGER is an optional JSON file shared across audits so a second recon does not reuse a number that was already issued.
make findings-create and make next-id read the saved scheme. With no scheme, numbering stays CC-0001, CC-0002, ...
Audits always minted CC-0001. Record the first id when reconnaissance starts and continue from that sequence, including across audits that share a ledger.

The title "Let phase 1 request a finding-id scheme that does not reuse numbers" matches the main change. The PR adds an optional finding-ID scheme (for example ID_SCHEME=CC-0142) that phase 1 records in itemdb/notes/id-scheme.yml. Later findings continue from that number, and an optional shared ID_LEDGER prevents reuse across audits. The title is specific and describes the primary intent, so it passes.

Custom findings cannot finish
ID_SCHEME=INT-0007 creates findings that much of the workflow cannot use. Listing and reports still scan only CC-*.md, create_evidence() rejects non-CC IDs, and the Phase 2 and Phase 6 checks do not count them. Update these readers and checks alongside creation so the advertised custom-prefix workflow can finish.
The reason will be displayed to describe this comment to others. Learn more.
Explicit IDs can repeat
An explicit --id bypasses the shared ledger. With two audits using the same ledger and CC-0001 scheme, creating --id CC-0001 in the first audit leaves the ledger unchanged. Automatic creation in the second audit can then issue CC-0001 again. Reserve and check explicit IDs under the same lock as automatic IDs.
The reason will be displayed to describe this comment to others. Learn more.
Windows commands stop loading
The unconditional import fcntl breaks finding commands on native Windows Python, where this module is unavailable. findings.ids imports this file even without a saved scheme, and make phase-1 now loads it before reconnaissance. Keep default commands usable without fcntl and provide a supported lock for ledger use on Windows.
The reason will be displayed to describe this comment to others. Learn more.
Checking IDs consumes them
With a ledger configured, make next-id reserves the ID it displays. If it prints CC-0142, the next make findings-create creates CC-0143 instead. Rerunning make phase-1 without arguments also consumes an ID through its status message. Use preview_next_id() for display and reserve IDs only when creating a finding.
The reason will be displayed to describe this comment to others. Learn more.
Ledger writes can lose history
The ledger is erased before its replacement is safely written. If the process is killed after truncate() but before the buffered write finishes, the ledger can be left empty. The next audit treats it as new and can reuse IDs from earlier audits. Unlocked previews can also read a partial write and fail Phase 1. Write a complete replacement before replacing the ledger, while keeping a stable lock shared by writers.
The reason will be displayed to describe this comment to others. Learn more.
Old prefixes stop working
Changing the saved prefix hides earlier custom-prefix findings from the updated readers. After creating INT-0007, rerunning Phase 1 with ID_SCHEME=ABC-0001 replaces the stamp. iter_findings() then excludes INT-*.md, and find_finding('INT-0007') rejects the ID. Reject incompatible scheme changes once findings exist, or preserve support for previously issued prefixes.

Frontmatter checks skip findings created with the saved INT scheme.
create.py writes findings that use the saved scheme prefix, such as INT-0007-<slug>.md. iter_all_finding_files() still globs only CC-*.md. make frontmatter and make tests therefore never validate these files, and malformed frontmatter in them passes without an error. The success summary also excludes them.
Discovery and validation must change together. Discovery must include the saved scheme prefix. validate_finding() still checks ids and filenames against the CC-only FINDING_ID_FORMAT_RE and FINDING_FILENAME_RE. Broadening discovery alone would reject valid INT findings. Validation must accept the saved scheme's id format and filename prefix.
Locations: tools/findings/checks.py:276-277 (discovery), tools/findings/checks.py:133 and tools/findings/checks.py:144 (validator checks).
No diff is proposed. The scheme-aware signature for validate_finding() and its call wiring in tools/findings/checks_entry.py were not inspected.

Include scheme-prefixed findings in make report.
With a saved non-CC scheme, create.py writes findings such as INT-0007-<slug>.md into PENDING. iter_finding_files matches only CC-*.md, so load_findings skips these files. make report completes without an error and omits them.
Use the scheme-aware helper from findings.ids, and keep the per-status filter so report scope does not change.

Update render_report’s iter_finding_files to use the scheme-aware file iterator
from findings.ids instead of matching only CC-prefixed filenames. Keep filtering

Add a packaging test for the saved INT-0007 scheme.
validate_finding_id accepts a non-CC id only through its saved-scheme branch. The existing packaging tests use only CC- ids and never save a scheme, so no test exercises that branch. Removing the branch would make INT-0007 fail the strict CC-NNNN check, and the current tests would still pass. Add a test in tests/test_package_finding.py that saves an INT-0007 scheme and asserts that validate_finding_id returns INT-0007.

Preview the next ID for informational commands.
With a ledger configured, make next-id reserves a number on every run. Each call prints a different ID and skips a number that no finding uses. Informational callers should use preview_next_id through a non-reserving mode, and create_finding should keep reserving.

Update next_finding_id to support previewing an ID without reserving it, using
preview_next_id when non-reserving mode is requested while keeping reservation
as the default. Have command_next_id and the informational next-ID output use
preview mode, and preserve reserving behavior for create_finding.

--id skips allocate_next_id, so the ledger neither records that number nor advances past it. Another audit that shares the ledger can then issue the same ID. The CC-NNNN bypass predates this change. The change also accepts explicit IDs for the configured scheme prefix, such as INT-0007, and those bypass the ledger too. Reserve each explicit ID in the ledger and reject IDs already issued.

Update the explicit args.id path before finding_id is assigned so it reserves
the ID in the shared ledger using the same mechanism as next_finding_id; reject
the ID if the ledger shows it has already been issued. Apply this to both legacy
CC-NNNN IDs and IDs matching the configured scheme.

Keep findings from earlier id prefixes in iter_findings.
After a scheme change, iter_findings matches only CC-*.md and the active prefix. Findings with an earlier prefix, such as INT-0007-*.md, are omitted from render_index. Include the prefixes that existing findings use, or match any <prefix>-<digits>-*.md finding file.

Write the ledger atomically so an interrupted write cannot corrupt it.
allocate_next_id truncates the ledger (line 186) before it writes the new JSON. An interruption or failed write leaves partial JSON. Later allocations then fail to parse the ledger. Write to a temporary file, fsync it, and os.replace it over the ledger. Lock a separate lock file, because replacing the ledger inode breaks the flock held on it.

Update allocate_next_id to write the updated ledger to a temporary file, flush

truncating it in place. Acquire the flock on a separate lock file so replacing
the ledger does not invalidate the lock.

Convert malformed ledger slot values to IdSchemeError.
_slot passes width to int() without error handling. A ledger with a null or non-numeric width raises TypeError or ValueError. tools/record-id-scheme.py catches only IdSchemeError, so the recorder prints a traceback. Validate next in _slot as well. Both callers invoke _slot before reading next.

Move the finding-ID command logic into tools/findings/.
tools/record-id-scheme.py defines its own argument parser, option validation, and output formatting in main(). The sibling wrappers tools/create-finding.py and tools/list-findings.py only delegate to findings. Move this logic into a tools/findings/ module. Reduce the wrapper to a delegating main() call that matches those siblings.
As per coding guidelines, "Thin wrappers must remain thin — their only responsibility is delegation."

Keep the saved ledger when --scheme runs without --ledger.
A repeat ID_SCHEME run without ID_LEDGER saves ledger: null, which drops the shared ledger binding. Later IDs then come only from local findings and can duplicate IDs that other audits sharing that ledger already issued. Reuse the saved ledger when no --ledger is passed.

Restore the previous ID scheme when preview_next_id fails.
main writes id-scheme.yml before issued_numbers and preview_next_id run. If the ledger is malformed, preview_next_id raises IdSchemeError. The command then exits with status 2, but the rejected stamp stays on disk. Later next_finding_id and create_finding load it. allocate_next_id calls json.loads on the ledger without catching JSONDecodeError, so finding creation can fail on the same ledger.
Capture the stamp bytes before saving, and restore them when the preview step fails:
Do not move save_id_scheme after the preview. iter_finding_files reads the saved stamp to add the new prefix glob. Without the new stamp, existing findings that use the requested prefix are omitted from issued_numbers, which changes the preview result.

In main, preserve the existing save_id_scheme-before-issued_numbers order
because issued_numbers depends on the saved stamp. Capture the prior stamp state

existed—if issued_numbers or preview_next_id raises, and re-raise the error.
