Point helper-install hints at Settings → Helper; fix stale macOS 13 claims - #30

…3 claims Help → Show Onboarding… went away when the shared surfaces landed (#27); the Help menu now has Welcome to privacycommand, which replays the whole wizard. Settings → Helper installs the helper directly, so the File events empty state, its badge tooltip and the onboarding's closing step now send people there, matching the BTM audit view. Every target builds for macOS 14.0, including the SwiftPM-built guest agent, so the guest installer README now says macOS 14+ and the bug report placeholder no longer suggests a macOS 13 setup. Two stale facts, found while documenting the CLI (#28, #29).
The helper-install hint pointed at a menu item that no longer exists. Help → Show Onboarding… was removed when the shared surfaces landed (#27). The Help menu's replacement is Welcome to privacycommand, which replays the whole wizard. Settings → Helper has the Install Helper button itself, so the hints now point there. That matches what
BTMAuditViewalready says. Changed:FileAccessView: the empty-state text and the File events badge tooltip.OnboardingSteps: the closing step's "File monitoring is off" note, which said "from the Help menu".The guest agent needs macOS 14, not 13. Every Xcode target has
