PATCH was sent to /plans/{plan_id}/categories/groups/{id}; the API
endpoint is /plans/{plan_id}/category_groups/{id} (same path create
already uses since pragprogrammer#14).

Covers POST /plans/{plan_id}/payees, the one write endpoint the server
was missing. Invalidates payee delta knowledge on create like the other
payee mutations.

With YNAB_READ_ONLY=true, write_tool() skips registration for all 16 create/update/delete/import tools, so clients only see read and analytics tools. Guards against prompt-injection-driven mutations from untrusted text (payee names, memos) reaching a model that also holds write access. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
