What problem does this PR solve?
Issue Number: ref #67449
Problem Summary: After #71806, TiDB can estimate NDV from the FM sketches of sampled rows, but it cannot save such a sketch or merge it into global statistics. This is the second part of sampling-based NDV (#71510), split from #71520.
What changed and how does it work?
TiDB does not request sampling yet, so there is no behavior change.
