Pure formatting normalization: TostSerializer, TostSerializer-Tests and BaselineOfTostSerializer reformatted from Tonel v1 symbol syntax to Tonel v3 string syntax. No code or baseline logic changed.

Pure Tonel-format normalization, no code changes. Reformats the
TostSerializer,TostSerializer-Tests, andBaselineOfTostSerializerpackages from the old Tonel v1 syntax (#name : #Foo) to Tonel v3 (#name : 'Foo', explicit#package).No method bodies, baseline logic, or behavior are touched — this is strictly a re-export through the current Tonel writer.
