Applies the campus observability pattern (#816 producers, #828 action journeys) to the admin portal, same shape as campus-classroom#38/#43:

  • init_audit_tracing(app) behind AUDIT_TRACING_ENABLED (+ AUDIT_API_KEY) — admin requests become audit spans; SDK calls land as child spans.
  • init_journeys(app) — one user-initiated episode (page load, its XHRs/form posts, spawned server-to-server calls) groups as one journey in the audit UI. Navigations mint; the sliding campus_action_journey cookie (~10 min) carries the episode; SDK calls forward it.

Lock bump: campus-suite → befd33b (current weekly, includes #834), campus-api-python → eaf4ac5 (#97 X-Journey-ID forwarding).

Local smoke: navigation mints the action cookie; a follow-up request continues the same id. Railway env (producer key + flag) lands with the deploy.

Wire the campus audit pattern into the admin portal:

- init_audit_tracing(app) behind AUDIT_TRACING_ENABLED (campus#816):
  admin requests become audit spans, SDK calls land as child spans.
- init_journeys(app) (campus#828): one user-initiated episode — the
  page load that began it, its XHRs and form posts, and the
  server-to-server calls they spawn — groups as one journey in the
  audit UI. Navigations mint; the sliding campus_action_journey cookie
  carries the episode; SDK calls forward the journey.

Lock bump: campus-suite -> befd33b (weekly, #834 journeys),
campus-api-python -> eaf4ac5 (#97 X-Journey-ID forwarding).
