[FIX] Wrap chips in 'Create new project' Labels field

📝 Description

In the "Create new project" dialog, when the Labels field contains long chip text, the "+" (add label) button gets clipped outside the visible area and disappears, since the chips wrapper doesn't wrap onto a new line.

• Added missing visibleChipsMaxLength="all" prop to FormChipCell in CreateProjectDialog.jsx, enabling chip wrapping (consistent with other editable chip usages across the app: RegisterModelModal, ProjectSettingsGeneral, FunctionsPanelGeneral, JobWizardRunDetails)
