Replace the link-only skill with the rust-core-guidelines trigger index, all 144 bundled rules, and original license notices from rust-dev at 0dca309355d50ee610b1b3c45f283019592b40d1. Rename the skill and remove the unbundled rust-task-docs dependency. Preserve upstream rule text verbatim and scope Markdown formatting exceptions to that imported snapshot.
