Upgrade the Python package and locked Loro core to 1.17.1. Preserve the state_vv property type and existing JSON export schema while returning core decode failures as Python errors. Add export_pending_updates() with optional bytes, type declarations, and persistence documentation.
Validation: built and installed the native extension with maturin; all 35 Python tests passed, including pending-update recovery, no implicit commit, and JSON schema compatibility. Cargo formatting and diff checks passed. The tagged release builds the existing full wheel matrix before publishing to PyPI.
