This fixes the narrowness biases and convergence problems with BLB: - use unbiased quantiles within replicates - build CIs from deviations instead of positions, so they're centered on the sample mean rather than the subset mean - measure tolerance scale-free Assisted-By: Zed (Claude Opus 5.5)

Sequential Bag of Little Bootstraps that seems to work, with some analysis of its convergence. Only supports mean, and isn't ready for public use, but this lands the initial code for future iterative improvement.
