Remove Kubernetes deploy workflow and Helm charts - #85

Barrio deploys via Railway's GitHub integration now. The Barrio Deploy workflow pushed images to GHCR and ran `helm upgrade` against a cluster that no longer exists, so it failed on every push to main. Remove it along with its composite actions and the Helm charts, and document the Railway setup in the README. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
