Leave pre mode for 1.0.0 - #109

Exit Changesets pre mode and add the 1.0.0 changeset: a summary of the changes since 0.9.0 that links the upgrade guide. Drop the rc.6 changesets from .changeset/pre/ so the 1.0.0 changelog is that summary alone; they stay in the changelog under 1.0.0-rc.6. Replace the README's release-candidate note with a pointer for 0.x users, describe prereleases after 1.0 in docs/releasing.md, mark docs/plan/v1.md done, and add the SNAPSHOT.md change to the upgrade guide. Dependencies are installed with Bun from bun.lock, and nothing reads package-lock.json. It came in with the rc.1 version bump, and its version stopped at 1.0.0-rc.5 when Changesets took over the bumps. Prepares 1.0.0. Merging this doesn't publish anything. The release workflow then opens a Version Packages PR for 1.0.0, and merging that publishes to npm
latestand creates the GitHub release. That release is not marked as a prerelease, becausescripts/release.tstreats 1.0.0 as a normal release.Changesets
