Create snippet creation page in web interface.
Step 1: Search for source file to use for snippet
Step 2:
- Load snippet with double-ended slider for start/stop positions.
- Text box for fine-grained entry of start/stop locations also...tied to slider positions.
- Preview button to play with current settings
Step 3: Save snippet info to database
Probably need a page to list current snippets in the system.
