pyproject.toml 0.3.0 to 0.4.0, uv.lock and the chart's appVersion follow, CHANGELOG's Unreleased block becomes [0.4.0] - 2026-10-13. A minor version because LightApi.from_dict is gone (#65), which breaks anyone still calling it.

Bumps the version to 0.4.0 in
pyproject.toml,uv.lock, the chart'sappVersionand the CHANGELOG. Minor bump becauseLightApi.from_dictwas removed in #65.Checked locally on this branch:
tools/e2e/run_all.sh: 21 ok, 0 failed, 1 skipped on Python 3.13 and on 3.10 (SQLite + Postgres)
