test-dev.yml listened for a branch named development, which does not exist, so PRs into dev ran no tests and the release PR into master was the first place CI saw new code.

test-dev.yml listened for a branch named
development, which does not exist. So PRs intodevran no tests (only GitGuardian), and the release PR intomasterwas the first place CI saw new code. This points the workflow at
dev: it now runs on pushes todevand on PRs intodevormaster. This PR is itself the check: it targetsdev, so "Development Tests" should run on it.
