Record the tested page-protocol scope, pin upstream references to v0.8.3, and replace stale long-poll and CLI server notes with current source evidence.

@tursodatabase/syncfrom 0.8.2 to 0.8.3 and its lockfile, and aligns the README and compatibility guide with the SDK exercised by E2E.The compatibility guide states the verified page-protocol scope on Linux x64, pins upstream references to v0.8.3, and replaces the obsolete
wait_changesreference and CLI server notes. The upstream comparison changes MVCC logical schema replay ordering without changing page-protocol wire contracts; MVCC, query partial sync, and long polling remain outside Linear's verified support.Validation:
git diff --checkpasses; SDK versions agree across package.json, lockfile, README, and compatibility guide.bb verify, Turso SDK 0.8.3 E2E, coverage, CRAP, and secret checks.
