Implements the approved design-of-record: every pick message gains a
_who:_line — authors as the feed reports them (first three + "+N", tracked people always pulled in), affiliations as the paper's own PDF prints them (paper-level set, never per-author binding, fail-open on ambiguous parses), tracked-people hits with curated roster groups.Doctrine: ADR 0002 (rides in #88). TDD loop against the issue's Acceptance Criteria; one tracer-bullet cycle per criterion.
Machine gates from the issue:
pdf_fetches_per_digest_under_authors_mode == 0affiliation_parse_fixture_failures == 0author_lane_score_delta_with_group_suffix == 0who_line_failures_blocking_post == 0Draft while the TDD loop runs; marked ready when the full suite is green.
