ci: use the shared hackolade/plugin-workflows workflows - #37
Merged

Conversation
The three CI workflows now call the reusable workflows of hackolade/plugin-workflows (@v1), with the same triggers and settings. Actions are pinned by commit SHA, jira-description-action moves from v0.9.0 to v.10.0.0, and the TeamCity trigger now fails when TeamCity rejects the request. Co-Authored-By: Opus 5.5

Summary
The three CI workflows now call the reusable workflows of hackolade/plugin-workflows (
@v1), with the same triggers and settings:trigger-pr-tests-plugins.ymltrigger-teamcity-build.ymlnotif-push-to-slack.ymlnotify-direct-push.ymljira_link_to_pr.ymljira-link-pr.ymlThe shared workflows run on Node.js 24, pin their actions by commit SHA, declare minimal permissions and skip pull requests from forks, which receive no secrets. The variables and secrets the callers pass are organization-wide; nothing to configure in this repository.
