Summary

Fixes #50

Stops CI building, testing and publishing PHP 5.6, 7.0, 7.1, 7.2 and 7.3. Nothing we run uses them, and the 5.6 to 7.2 builds fail on every PR because pecl.php.net returns bad REST data.

Notable Changes

  • versions.json: 5.6, 7.0, 7.1, 7.2 and 7.3 removed. The workflow and the Makefile both read their version list from this file, so this is the only switch. 7 versions remain (7.4, 8.0 to 8.5), 14 build jobs.
  • README.md: those tags are listed as no longer built. They stay on Docker Hub, so anything that still pulls them keeps working.
  • Checked before removing: every running ECS task in every region, every EC2 PHP server, and our repos' Dockerfiles, compose files and library CI use 7.4 or 8.3. The only service on an older PHP (the stock API, 7.1) was stopped on 22 Oct 2026.
  • Left alone: the version folders, the unused 5.6 alias case in the workflow and latest_5 in the Makefile, and graze-docker's new-php:7.3 build.

Nothing we run uses these images: every running PHP service and server
is on 7.4 or 8.3, and the only one on an older PHP (the stock API, 7.1)
was stopped on 22 Oct 2026. Since then the 5.6 to 7.2 builds have also
failed at pecl install because pecl.php.net returns bad REST data.

Removing them from versions.json stops CI and the Makefile building,
testing and publishing them. The published tags stay on Docker Hub, and
the README now lists them as no longer built.
