Bumps the uv that the service image and the e2e images install from 0.11.17 to 0.13.5.
uv 0.13.5 rejects certificate chains that contain the compromised eMudhra intermediates, and drops the compromised emSign root from its CA store. Part of VULN-3216.
This crosses the 0.12 minor release. The existing
uv.lockstill passesuv lock --checkwith 0.13.5.via Geoff Goldsmith.
